Release v1.3

Release packages in the original PMBio/peer repository are not available anymore. But luckily I have an old version downloaded previously. This repo contains the development version of the source code, a release tagged by version 1.3, and the corresponding R-source release. However, the compilation is painful due to the old version of the Eigen library which requires an old version of the compiler (e.g., GCC 4.9).

Please download the peer_source_1.3.tar.gz for binary tools and R_peer_source_1.3.tgz for R package, which are the releases by the authors (NOT ME!!!).
