Join & Leave Commands

This release adds join and leave commands that enable/disable auto reconnect, for use with always-offline priority stasis bots.
It also adds a pearl stasis chamber limit setting (default 10) which auto-pulls excess pearls when thrown.
NOTICE If you update and someone has more than 10 pearls it will pull excess when you update and they log in.
