Command 0 in the long frame

Command 0 should always, and i mean ALWAYS be executed in the short frame,
There's a bunch of FCF certified devices that just would not answer to longframe command0.
So the standard procedure should be (also what all commercial hart software is doing):

cmd0 in shortframe
if you get data, calculate longaddress on that data,
do work

And i don't even want to start about chinese hart mockery that is circulating around.
