Similar to Linux's kernel lockdown which strengthens the Secure Boot prevent runtime modification of the kernel, XCP-ng/Xen should support a Xen-specific lockdown that prevents runtime modification of the hypervisor.

Will center around restricting Xen's /dev/xen/privcmd
