wp-rocket-disable-auto-list-updates no longer works

Describe the bug
wp-rocket-disable-auto-list-updates is a plugin introduced as of #3602 and it was very helpful for using git to do version control of WordPress installs.

It broke around Apr 19, 2023 and the files wp-rocket-config/dynamic-lists-delayjs.json/ wp-rocket-config/dynamic-lists.json keep getting updated despite the plugin being activated.

To Reproduce
Steps to reproduce the behavior:

1. Install WP-Rocket
2. Install wp-rocket-disable-auto-list-updates
3. Wait until an update is pushed to dynamic-lists

Expected behavior
No automatic updates and the ability to update manually through the plugin
