Following #2169, we should track which workflow sections are expanded for analytics.

We should also hide the navigation bar in smaller screen sizes.

@Shrinks99 what do you think about persisting the form section open/close state in local storage (like we do with scope selection) instead of opening by default when clicking the side navigation? My hunch is that opening the section by default may not be the best experience for users who just want to scroll to that section and read the description of the settings, but we can test that theory by tracking whether form sections are consistently opened after clicking the side nav.

For new users still working on their mental mapping / understanding of the settings, where they are, and what they do this is probably true. For experienced users (me) with an understanding of what is available in each section, I would suspect they already know what they're looking for and would try to show them that as fast as possible. This also fits the previous expectation (being shown the settings) that existing users will likely be accustomed to.

That said... I'm game for this! I'm also slightly out of the loop when it comes to analytics and tracking, but I'd love for this to be an analytics driven decision if we have the bandwidth / ability.
