Newly registered tenants will have the authority of tenant administrators. They can add their own company's user accounts, but adding accounts requires pre conditions for roles and departments to ensure that users can be reasonably assigned to a role

There are two solutions to this problem

1. When the tenant logs in for the first time through the front-end UI, the tenant administrator should be prompted to add roles and departments before adding users and assigning roles, and then the menu information can be seen

2. Newly registered tenants are assigned a default department and role by default, as well as adding a testing default account
