새로고침을 눌렀을 때 화면 로딩이 매끄럽지 않고 사용자에게 필요하지 않은 로딩 단계들을 보여줍니다.

useEffect 훅 대신 useLayoutEffect 리액트 훅을 활용하여 해결할 수 있지 않을까 합니다.
