Deprecate mysqld in vitess/lite and use mysql:8.0.30 image for the operator

Description

This PR uses the mysql:8.0.30 image in the vitess-operator example and deprecates the mysqld binary in the vitess/lite Docker image.

The plan as of now is to fully remove the installation of mysqld in the vitess/lite image by v20.
