build(deps): bump vue-template-compiler and npm-check

Removes [vue-template-compiler](https://github.com/vuejs/vue). It's no longer used after updating ancestor dependency [npm-check](https://github.com/dylang/npm-check). These dependencies need to be updated together.

Updates `npm-check` from 5.9.2 to 6.0.1
