例えば
for_move_base/map_tsukuba_singou.yaml
tsukuba/map_tsukuba_singou.yaml

map_tsukuba_singou.yamlのみを指定すると
tsukuba/map_tsukuba_singou.yamlが使用される。

roslaunch raspicat_rosbag rosbag_play_amcl.launch rosbag_play_file_number:=4 rosbag_play_speed:=1.0 map_file:=map_tsukuba_singou.yaml

フォルダを削除すれば良さそう
