Adding a workflow for SonarQube code scanning. The workflow is configured to run on dispatch and on call. This will give us the option to run the code scan manually in Github and also as a reusable workflow from within the Core workflow. This PR is an interim step for testing code quality gates and profiles before adding the scanning to the Core workflow.
