Subject: [PATCH] Added issue templates

To better organize the "Issues" reported by users into two categories "Bugs" and "Feature Requests", I am adding templates for each. These templates will prompt the user to provide details about the issues they are facing or the features they want to see added. The templates will also tag the issue as a "bug" or "enhancement".
