Submission Upload should support uploading of Development Submissions

Uploading a development submission throws a 400 error.

@huangqun I think the intention was for it to support both, but the focus was definitely on design submissions for v1. It'll require a little bit of analysis to see what's missing to support dev uploads.

Do you have an estimated timeline for completing this ?
This is a very critical functionality and is impacting customer satisfaction.

@RiteshTC sorry I didn't know there was urgency to get this done, there were some other admin app related tasks that needed to be done and I was waiting for some APIs to be updated before we can work on the admin app. Let me check with @ajefts and see if we can handle this one first.

@RiteshTC an update on this: we have a fix to be tested, waiting for the accounts app to be back up so I can verify the fix. Will keep you posted.

@RiteshTC FYI this has been merged and deployed to dev server, not sure when it will be live in production though.
