Reproduction Steps:

Open the Application https://skill-search.topcoder-dev.com/
Click Topcoder > Go to the Tab 03 (Upload)
Click Download Template

Actual Result: Click on Download Template link will redirect the page to AWS

Expected Result: Should download the file

Device/OS: Laptop | Windows 10 (64bit)

Browser Information: IE11

I'll take this as a bug - I cannot reproduce this consistently but it happens enough number of times to investigate further
