Create-Jobs

There are three options. One is that it will create a new folder for a year the user inputs. The second option is to add project subfolders to an existing year. And the third option is to exit out of the program. This program will loop through until the user is finished with it. This is just an easy interface to use so that the engineer will not have to sort through hundreds of projects to create new project numbs, it will tell the user if there is already a duplicate.
