First version of Titan Framework basic instance

This code aims to simplify the creation of new projects using Titan Framework. To this, is provided a initial source and directory structure of a minimal functional instance. Using the development environment provided (by a Vagrant box) the user can run the web application and make changes to implement your requirements.

This first version has been imported from Titan Framework's subversion repository (revision 555) at:
https://svn.cnpgc.embrapa.br/titan/instance

The Vagrant box was modified to use default 'debian/jessie64' with a provisioner (instead of TitanBox, a specific Vagrant box created to Titan Framework).
