Update template resource in `recipes/chef_workstation.rb` to use `chef_client_config` resource #4

The resource was introduced in Chef 16.6. As we don't want to set the minimum required version to this, I'm adding this as an issue for now.

-> client.rb settings should be set through chef_client_config resource.
