Initial release

This release pulls whoson out of slack-integrations and moves it into its own repo. Now, it's able to run in its own Docker container and be auto-deployed without the hassle of other code.

Note that the database access side of whoson has yet to be added into this repo. We'll release again when that happens...and when perhaps other features are added.
