Channel Specific Moderation

Allow for channel specific moderation (i.e. @mods-channelname, @admins-channelname)
These users should only have privileges on that channel and not on every channel. It may be useful especially as work spaces grow in size and complexity.

I think a good first step to this is whitelisting people for specific channels, e.g. the scheduling coordinator for #scheduling.
