[Windows] Upgrade to WiX 5.0 #377

WiX 4.0 is going out of support. The project should upgrade to WiX 5.0.

As part of the upgrade, we can take advantage of at least the following new features:

  • Migrate to naked files to avoid superfluous <Component>’s for each <File>
  • Migrate to <Files>-based harvesting instead of using Heat
