Default Theme not works

Installed Superdesk withe the Publisher Plugin on Server 1 and Superdesk Web Publisher on Server 2 both systems works fine publishing works fine.
On the Webpublisher Frontend on the Default template the menus was not displayed.
Its there a Backend for the Webpublisher or only the Superdesk Publisher Plugin. If yes what the way to login them?
From Superdesk i cannot upload theme for the Website.
