Allow location restricted files to show in document viewer content window

This PR makes two changes:

• in the content list window for document viewer, expands the list of items to be included by only disallowing those items that have "no_download?" set to true. This allows items that are location restricted to also be shown in the content list
• if the previous file required login, clicking on a file that is location restricted should hide the login panel. This PR also includes that small change even though some of the logic will be changed with Separate dom manipulation from the IIIF Auth (in different controllers) #2750
