Why was this change made?
To fix #457 and stop hydrus from hitting lyberservices-prod attempting to fetch the workflows datastream each time an object is saved.
Would require changes to shared_configs for each environment as well to match new dor config (as shown edited in this PR).
How was this change tested?
Running the tests. Unsure of implications to upgrading though.
