models: Update SSUSI coefficients

Updates the SSUSI empirical model coefficients, fixing possible time offsets between the orbit time and index time. Turns out that (re-)deriving the full time from Julian date with only single precision is not good enough. Re-assembled and re-fitted using the "original" average time in each bin such that the times match.
