might need something outside of .NET Core, for windows this will be integrated first, but will develop another program that works with PADScript to allow speech on other operating systems.

as seen in the commit, I added speech to only Microsoft windows users. You need to have .NET Framework 4.5+ to use the speak(string say) in the scripting language. Still continuing work on this.
