EJP SOIL research programme has made an investigation related to the INSPIRE implementation state in Europe (Fantappiè et al., 2021. published on zenodo https://doi.org/10.5281/zenodo.10014912). In the chapter 4 of this report it is summarised for the 24 countries participating to the EJP SOIL consortium the current state in terms of: 1) state structure (e.g. federation, or unitary state); 2) Soil data ownership structure (intended as the public authorities producing and/or owning soil data and soil database, and/or giving soil data mapping/monitoring services; 3) INSPIRE national contact points (the public institutions appoint by law to maintain the environmental information in the INSPIRE portal; 4) INSPIRE metadata portals and network services (the national and/or subnational soil/environmental data portals; 5) the soil data sharing policies adopted in the transposition of INSPIRE EU regulation and related to different categories of soil data (georeferenced points, elaborated soil maps in the raster or vector formats). |

This came up in a WP5 UC3 meeting. In decentrally organised countries such as germany, italy, belgium, data is often not available on a national level, but on a regional. In such cases it is common some regions do publish data on a topic, others not (yet) or the catalogue is not aware if the data is made available.
In such cases it would be helpfull to understand which governmental body is mandated to maintain that data, so researchers could contact them to inquire about availability of such data.
EJP Soil has inventarised these aspects using stock takes, but it is unclear if registries with such information exist which are updated with latest regulation changes. Potentially some countries have it?
Could Soilwise be made aware of this information in a durable way, so the information won't be outdated soon.
For example in the Netherlands the RIVM institute is mandated to register soil health, however TNO is mandated to capture general soil properties
