consider refactoring Primitives to be just a Buffer rather than a Raw #45

Currently, Primitives are Raws. That may not be correct. It seems like all primitives should be byte arrays (Buffers). The primitive is passed in to be encoded...it's a byte array. The Raw is one of three possible CESR encodings, right?
