Bump plugin to Nx 17.x (2.4.0 release) #214

Currently updated on 16.8.1 as an interim, but a 17.x release will come next, once I've added a few improvements.

Nx 17 brings:

17.x -> Targettng Node 18 (so our default firebase runTime should also be 18 - may as well!) 😄
17.0.3 -> updates esbuild to 0.19.2
17.3.2 -> changes nxCloud option for nx-create-workspace, from boolean to string ("skip") (only affects my plugin compatibility tester)
Changes from @nx/linter -> @nx/eslint I believe
Plus whatever other dx updates & fixes we'll get

ETA next 1-3 months likely.
