How to promote new etcd node from learner state?

After adding fourth control plane node to cluster it is stuck in "booting" state (rebooting every hour). etcd memebers shows new node as learner=true

After ~1 hour in such state node reboots. I could not fount any obvious errors in logs except Health check failed: etcdserver: rpc not supported for learner

Found solution - manually called etcd member promote

Talos should automatically promote the learner, I'm curious on why it hasn't happened for you.
