chore: update js engine compat report

• The grammar traversal fix in Shiki 2.3.1 updated a lot of regex counts in the compat report.
• The tm-grammar bump in Shiki 2.3.1 included an upstream PR I landed for C#, which added C# and Razor to the supported list.
