[Feat] Swapper Cards/Tags

Feature request: make some tags for the swapper cards (popovers). sort them a little batter. there's lots of info so we'd like to make them clear:

• best explains why it's best
• Cheapest
• gasless
• DCA chunks & sub swaps for Thorchain/chainflip more clear.
• store how users prefer sorting

will spike then mock. need input on what makes sense to sort with and keep the cards less busy. This sorting also makes it consistent. For posterity

#8779 already grabbed part of this (remove ACK and make it more visible earlier in the flow for swap, make it green etc. )
