Thorchain halts- ACK copy and UX

We should offer as much availability to users as we reasonably can. We'll keep an eye on if execution results in haircuts of 5-8%. That is beyond what should be reasonable slippage in which case we should consider turning off the swapper until a resolution happens upstream.

• When a user chooses any thorchain route, a big red ack display with the following copy "The ThorChain protocol is experiencing volatility. Proceed with extra caution and consider additional available routes. "
• LP's should be able to exit and if they find a route, the TC swapper should perform as usual.
