chore: 🔥 remove unused Quarto PDF build config (#189)

## Description

I originally wanted to build a report of the design docs, but it never
really happened/it was low priority. If we do build PDF files of them,
there is another way I'd do it, so this isn't relevant anymore.

Doesn't need a review.
