ANN: Pandas, Numpy and Cython upgraded to latest version

I've successfully upgraded the Python packages pandas (1.5.3), numpy (1.24.1) and cython to the newest versions.

Numpy as the only tricky one because several of the patches didn't apply cleanly, and had to be rebased.

You can try the newer versions at https://cowasm.org or via

npx python-wasm@latest
