Remove obsolete Windows ThinLTO+TLS workaround The bug rust-lang#109797 has been fixed by rust-lang#129079, so this workaround is no longer needed. try-job: i686-mingw-1 try-job: i686-mingw-2 try-job: i686-mingw-3 try-job: x86_64-mingw-1 try-job: x86_64-mingw-2 try-job: dist-i686-mingw try-job: dist-x86_64-mingw

The above try jobs are for mingw but let's also try msvc. There were too many jobs for one try but I should be able to run two concurrently. @bors try |

Ok, all tests pass on both mingw and msvc. I'm not 100% confident all potential dylib issues have been fixed but the next beta has only just branched so we're a long way until stable, which leaves plenty of time for discovering any issues. @bors r+ rollup=iffy |
