Ideas for how to make a planning vs maintaining boards

It would help to have different boards for planning upcoming workshops vs maintenance tasks. Some ideas for this to happen is to use issue and PR labels like "upcoming" and "maintain". Then, a workflow would assign the item to a given board based on it's label. The default action could be to move to "maintain". We don't need one for developing because a single repo that hasn't been taught yet will always have only issues and PRs that are for developing. So all items from that repo go to the developing board.
