Adds depotdownloader workaround to fix server unable to start, and added config currency date

It's easier to get smaller pieces of work across the line, with that in mind, since these are two distinct things, this PR should probably be split up. Regarding the Palworld side specifically, we've finally documented the fix. Given that the underlying issue is Depot Downloader, we should document this across all relevant templates as a work around rather than a fix. Provided the documentation I've linked isn't deemed sufficient. |
