Fix for ATS AtsFeatureDeviceTestCases failure

Add permission for com.android.car.background_audio_while_driving

Test Done:
- Boot check
- Audio Sanity
- Run ATS Test:
com.google.android.feature.ats.AtsFeatureDeviceTest#testFeatureAlternativeAppControls
