Update Athazar Weps

The Payoff: Added -34% clip size penalty. Just as Valve intended with every non-stock Scout primary. Figured it could use at least ONE downside that doesn't directly impact damage.

Meta-Cola: Removed extra jumps due to the infinite hype exploit. I tried remedying it by fixing it with the Atomizer's jump attribute. Today I learned that the Atomizer's minicrit while airborne attribute isn't its own attribute. It's fucking merged with the Atomizer's extra jump attribute. So I compromised; Meta-Cola now gives both a speed boost and the 75% chance to dodge damage condition instead.

Phoenix's Bulwark: Made it so that only YOU (the medic/healer) are affected by the "get sent to spawn with 1 HP on death" bonus, as sending patients to spawn instead of dropping a reanimator is actually detrimental at times. This made the revive bonus during ubercharge redundant. Also made it so the shield can ignite robots (with -50% afterburn damage) and fixed killstreak "upgrade" not showing up.
Lethal Injector: Self-buffs on hit now last 5 seconds because wow it's annoying when you kill a bot on the first hit and only get 3 seconds of buff uptime.
