[Feature request] Add mouse preasure to trigger panel reveal

Current panel shows almost instantly when mouse reaches screen edge when trying to reach part of the app window. This is causing unintended panel reveal. Panel should have threshold of mouse movement that should trigger reveal.

As a reference GNOME top left corner requires additional amount of mouse movement after reaching screen corner to trigger overview. cosmic-panel should has similar behavior.
