Dock and Panel overlap and obscure each other when autohide is on and no apps are open

Under the following conditions:

• autohide is on for both Dock and Panel,
• Panel is at top of screen
• Dock is on the side of the screen
• there are no apps open

The Dock and Panel cross over in the corner and overlap, causing a part of each to be unusable (see upper-right corner):

I have noticed the same problem although it happens under different circumstances for me. Both the dock and panel appear when dragging an application, but only the first one that was opened on the workspace. Any subsequent applications that are opened don't cause this issue.
