[Feature request] Persistent named workspaces

Hello,

I think it would be useful to have persistent workspaces with custom names. This would mean that even if no window is open on the workspace, the workspace still exists and is visible in the panel.

I've been using tiling windows managers and this was possible for few of them and I think it would be useful for some people to organize their apps more to their liking.

I'm not sure #908 mentions named workspaces, but that definitely seems like it could be part of the same request, if you want to add that to that issue.
