Closes #601; I expanded a bit from the issue to approach it from the angle of program termination as a means to introduce "quiescence" then explain the term and what it means in Pony for when/how programs stay alive and/or exit.
This approach was taken to explicitly make space for mentioning an actor that is registered with ASIO is not considered quiescent and therefore will keep a program from exiting.
