I got a request to link the security our policies to CRA inventory but noticed that there's a LICENSE field and this repo does not have any LICENSE at the moment. So I chose CC-BY-4.0 (docs are in CC-BY-3.0 so thought that it might be good to use the latest version).

I hope that if everyone that made some substantial changes can approve this and in that way give their permission to use that license. Adding all people that I can see making changes here or to original as reviewers and also pinging here: @Crell , @TimWolla , @derickr , @ramsey , @petk , @saundefined

I can actually add just those with write access but even if you don't have write access, please approve it if you are cool with it. Also if I missed anyone, ping them too.

Can you make it an .rst formatted file?

I just tried and it got super messy. First that rstfmt was failing so I reformatted it using it but it made some nonsense edits and also the bullets got wrong and mixed up. So I just put it back as I don't have time to completely re-edit the whole thing. It's not really necessary to have LICENSE formatted. On top of that even the rstfmt does not have LICENSE.rst but just LICENSE: https://github.com/dzhu/rstfmt/blob/master/LICENSE .

Ok I just found https://github.com/idleberg/Creative-Commons-4.0-reStructuredText/blob/master/licenses/by.rst but the bullet points are a bit changed so not sure if it's a good idea.

I thought they had an RST version of it, but it seems not. Let's not worry about it.

I'll merge this after the consolidation PR (tomorrow).
