Add pre-requisite smoke tests

"Got an error on my end saying I couldn't make a vm in a certain region based on my subscription. I'll choose a different region but just an fyi in case it impacts anything"

Would be nice to have a section that asks you to figure that out before creating all the vnets in the different regions
