There are issues with building bottles simultaneously in multiple pull requests, and this documents those issues and describes strategies for how to build bottles effectively when there are multiple open pull requests.
As indicated in the changes added here, due to #1990, please do not merge this while any bottle builds are ongoing for other pull requests.
