Before this change, gps-sdr-sim only generates baseband data around 0Hz. An optional offset intermediate frequency is added here for applications where GPS does come through at the cente of the band.
A marker unction has also been added to allow a tone to be added this helps in being able to make sure that downstream applications are processing data correctly.
