This means that the configuration file doesn't need to be complete.
Use rule dir from Core object instead.

This makes a bit more explicit what happens now that we can't put custom files into the source tree anymore.
Also removes the hard-coded path to the rules directory from the yaml loader and simply uses what is configured in
Core.
