Adopt Rapid's MapRoulette Integration for iD

Context

Rapid recently added a full integration to MapRoulette that allows to see and resolve MapRoulette tasks right from Rapid.

Here are a few of the PRs related to this from the Changelog:

• Add Map Roulette Integration to Rapid facebook/Rapid#1150, MapRoulette Integration facebook/Rapid#1221, Maproulette integration facebook/Rapid#1369 Add initial integration with MapRoulette challenges

  • You can view active MapRoulette tasks in the current map view, or filter the results by challenge id.
  • After making your edits, select the task and click "I fixed it!", "Can't Complete", "Already Fixed", and "Not an Issue".
  • Remember to save your edits. Your changeset will automatically include a description about any MapRoulette tasks that you've completed.
  • Open the "Map Data" pane and click "MapRoulette Tasks" to try it out!

• Significant performance issues with 2.3 - Likely MapRoulette Tasks data layer facebook/Rapid#1412 Network activity causing performance issues

• New MapRoulette tasks are AWESOME but not all there. facebook/Rapid#1413 Some Maproulette tasks showing up as missing

Goal

Personally, I see a lot of potential to using this integration for QA- and Open Data-merge-Projects.

We should have a loot at how Rapids integration works and decide if this is something we want to backport to iD.

@lonvia I am in contact with Martin and asked him to review and validate the ideas. I told him I can help with evaluating and defining the requirements and testing the features (during development and before the release). Unfortunately I will not be able to support the person more closely or on a more regular basis (and not with code topics). I understand that might be a reason to remove this idea from the list. — For the pedestrian idea I was hoping for someone from the US PWG to support.
